最近はどこのプロバイダーでも、Outbound Port25 Blockingを実施している。
例外的に固定IPアドレスを取れば別なルーター経路を通り除外されるネットワーク構成になっているようです。

本当の所は、トラフィックが増えるからが本当の理由で、
Winny/WinMXなどのP2P対策並みにトラフィックを食うから、
プロバイダーはこういう事をやるのです。
ポート規制されると困る人って結構います。
レンタルサーバーや会社、自宅サーバーが対応していない人です。
So-netは、
結局こういう規制をする事で、プロバイダーは
*サポートをする為の人員を配置し金が掛かる。
*エンドユーザーから「レンタルサーバーや会社、自宅サーバーが対応していない人」などから、クレームになる。
などのマイナスがあり、その事が逆にコストが掛かる訳です。
実際に、メールのトラフィックは、WinnyなどのP2Pに比べれば、
鼻くそみたいなトラフィックです。
実際に、データーセンターの中のwwwやmailサーバというのは、
１０Mbpsそこそこで繋がっていても、特に問題がありません。
仮に、So-netの言う、
「意図しない大量メール送信、個人情報流出の防止が可能に
世の中に流布しているウイルスの中には、お客さまのパソコンが感染すると、パソコンから直接他のメールサーバへ向けて大量の迷惑メールを送信してしまうものがあります。
また、悪意あるユーザーに外部から不正アクセスされて、お客さまのパソコンが大量の迷惑メールを送信してしまうことがあります。
そのため、お客さまのパソコン内に保管されている機密情報がメールを通じて漏洩する危険があります。

と言いますが、本当の理由は、
「バックボーン費用対策です」
So-netの場合、niftyやbiglobeなどの対等の立場のISP同士であれば、無償接続しあいますが、
IIJ、NTT、KDDIなどの帯域販売をしているプロバイダーに莫大な金額を払う訳です。
例えば、【So-net〜IIJ】であれば10Mbpsで30〜40万円程度、100Mbpsで100〜120万円程度、1Gbpsで1000万円程度でしょうか。
正直に、そういう事をいえばいいものをと私自身思っています。
仮に、ユーザ−迷惑メールが来て困るというのであれば、
それはユーザ−の責任です。
Windowsという危ないOSを使うから踏み台にされるのです。
ISO参照モデルやTCP/IPの知識が無い人がインターネットを使う事自体、私自身は駄目な事だと思っております。
本来は、初級シスアド程度のネットワーク知識が無い人は、使うべきではないです。
高校の情報の授業や中学校の情報分野も本来はWinowsを教えるのではなく、
初級シスアド程度の知識を身につけさせる事が、大切な訳です。
さて、私の考えですが、
受信のメールサーバーが努力するべき事です。
送信する方が努力する事ではないです。
つまり、日本のISP全体に言える事として、
受信メールサーバー側が迷惑メールを排除出来る仕組みを作るべきです。
これは、プロバイダーの既得権団体のプロバイダー協会なるものが、あるからいけないのです。
インターネットはそもそも、ASを取得しIPアドレスがあって目的のIPアドレスに対して、
TCPやUDP(レイヤー４)レベルで送れればいいだけの話です。
プロバイダーがこのポートのパケットは配信しませんというのは、債務履行していないのです。
